[gradsusr] problems viewing files on grads

I just installed grads 1.8 on a linux ubuntu 10.1 system and trying viewing
an NCEP reanalysis netcdf file via grads and got the following message:

I got the NCEP data from
http://www.esrl.noaa.gov/psd/data/gridded/data.ncep.reanalysis.html.

I have never had this happen before when installing and using grads on
previous computers.  Do you know what is going on here?  I also get the same
message using the GrADS 2.0,

Do you know what is causing this issue and how to resolve it?
