  You appear to have an incomplete installation. I'd suggest you start by
uninstalling this version, downloading the win32 superpack (.exe) from

grads-2.0.a9.oga.1-win32_superpack.exe<http://sourceforge.net/projects/opengrads/files/grads2-windows/2.0.a9.oga.1/grads-2.0.a9.oga.1-win32_superpack.exe/download>

and reinstalling.
