[gradsusr] read BUFR

I have uploaded a fresh copy of the GrADS supplementary data files  
(that contain the fonts, map files, and now the BUFR tables) to the  
FTP site. It is ftp://iges.org/grads/data2.tar.gz . I have also  
updated the web page http://iges.org/grads/downloads.html with a link  
to this file.
