[gradsusr] Problem with wgrib2 and RapidRefresh rotated grid

Grid template  32769 is Rotated Latitude/Longitude (Arakawa Non-E 
Staggered Grid) and
is a new addition to the local NCEP grid templates.

Can't you find a nice Lambert Conformal grid to use?

So you really really want to see the data on the model grid.  Problem,  
GrADS doesn't handle grid template 32769.

If you just want numbers, use the option "-g2clib 0" when running 
wgrib2.  However, wgrib2 will not
know the locations of the grid points until someone writes some code.
