[gradsusr] ctl file for Stage IV data

Zhong,
There is a script called grib2ctl.pl out there that will write a .ctl file
for any GRIB file when used like this:

./grib2ctl.pl (GRIB file) > (.ctl file name that you choose)

I think you can find this script by googling it, but if you can't let me
know and I'll attach it to an email.
