[gradsusr] custom shapefiles with shaded plots

Shapefile was standardized by ESRI but GrADS,  so I think your
shapefiles should have same standard as the shapefiles with GrADS.
Maybe you could try to draw shaded plot firstly, and then draw
shapefile plot.
