[gradsusr] Unable to display

Hi Users, 

I have used fortran code (attached) to write ozone data into binary so that 
I read it with Grads via a CTL file (attached). However when I try to 
display the   binary data I get the error message " Constant field. Value = 
999". I am unable to figure out the problem. Any idea how to fix it?
