Bernd,

          You need the -b option in gribmap

                 -b   -> use the start of the averaging period.

Status of -b

      grib1:
        gribmap supports -b
        grib2ctl does not support -b

     grib2:
         gribmap supports -b   (v2.0a8)
         g2ctl supports -b
