[gradsusr] draw title: font size

I've got it - usage of 'set strsiz' should correspond to 'draw string' 
command

'sdfopen 20c3m.mri_cgcm2_3_2a.ppt.clim.nc'
'd pr'
'set strsiz 0.3 0.3'
'draw string 5 7.5 title'
