Is the attached plot high enough resolution for your purpose? It was
produced with
the shapefile extension:

open something
set lon -5 40
set lat 30 75
set mpdraw off
shp_polyf admin98

This requires the opengrads bundle. More info on the shape extension here:

   http://opengrads.org/doc/udxt/shape/

This page has a list of other shapefiles that may give you higher
resolution.
