GrADS and Windows

Arlindo, thanks for your response.
I run GRADS under Linux, but same colleagues work in a Windows environment.
If use cygwin (in Windows) is all ok.
  I believe that there was an executable ".exe" version of the script grib2ctl.

You need to install perl on your Windows box.  Look here for information on Perl under Windows:

If you come from a Linux/Unix background I recommend you install cygwin, and the version of perl that comes with it:  http://cygwin.com
