That's right.

No. LATS is gone because it is not GPL and I was therefore unable to  
modify any code to make it work with all the rest of the changes in  
GrADS. In addition, LATS is dependent on netcdf version 2 API  built  
into HDF library, which was a severe hindrance in modernizing the  
rest of the netcdf interface. You'll have to use 1.9 for writing out  
grib1. Legacy code for legacy data formats...

The new, improved netcdf interface in GrADS will support output of  
compressed netcdf, which produces file sizes that are rumored to be  
comparable to grib1.
