Updated Win32 GrADS v1.9.0-rc1 build

All,
I have a new Win32 build at
https://sourceforge.net/project/showfiles.php?group_id=161773&package_id=182392
that fixes several of the issues some of you have reported:
1) Xmin should now start automatically (it did before for most people)
2) The "!" command in grads should work
3) The "^" as in "DSET ^filename" in ctl files should work now
4) Other niceties: Setup.exe type of installation, PATH is now set
automatically, can be uninstalled by the usual Windows means.
A main change is that the suggested default installation directory is
"C:\GrADS19", so that v2 could later be installed under C:\GrADS20.
BTW, despite the Setup.exe installation, the whole package should still be
relocatable to mem stick as before.
Important tip: although in most cases you can use a regular Windows file
name, say
ga-> open c:\some\path\file.ctl
It is recommended that you replace the "\" with "/" in the directory name:
ga-> open c:/some/path/file.ctl

ps: I am yet to refresh the plain cygwin tarballs. Out of curiosity: has
anybody built grads v1.9.0-rc from sources using cygwin?
