Help, CFS data and grib2ctl

Dear GRADS users,
I have a monthly Grib file: prate.ensm.jan.cfs.data . I would like to
write the .ctl file for plotting it.

I use wgrib to see it structure. I use grib2ctl.pl in order to write the
.ctl file:

grib2ctl -verf prate.ensm.jan.cfs.dat  > ensm_jul.ctl

and received a .ctl file as following :

This .ctl file contain tdef defined for 273.
This file have 23 years, each year has the forecast for lead 1-9.
Shouldn’t I have 23 * 9 = 207 times in “tdef”?

What is wrong?
