GrADS V1.8SL11 Windows XP Pro-Unable to Run Tutorial

You never said your orginal command was.  Try one of these:

open c:/model.ctl
open /cygdrive/c/model.ctl

But avoid the "\" in the path name, use the POSIX "/".
