Pankaj,
That's correct. You only have one index file for the entire period
covered by the control file, so you don't use the template substitutions
in that line in the descriptor file.
Did you run gribmap with the -v option on the new descriptor file? The
-v turns on verbose mode so you can confirm that you are getting matches.
