ERA-40 model resolution data (N80) and grib2ctl.pl

Matt,

   AFAIK grib2ctl.pl has been working with reduced EC Gaussian grids
since May.
If it doesn't work with the below software, send me a sample and I'll
take a look.

     Requirements:
             grib2ctl.pl 0.9.12.5p39+
             grads v1.9b4+
             wgrib v1.8.0.12+
