basemap half working

Hi all,

  I use  'basemap L 15 1 L'
  and it works fine to mask off the land areas. But when I switch to
  'basemap L 15 1 M'
  although the coastalines turned out fine, the masking-off is not working, i.e. the fill-color doesn't work.
  Any help would be appreciated.
