plot subpages on map at lat lon

Hello,

I would like to realise a plot similar to the one attached:

small histograms at any lat/lon position on any old map.

I can dram a map and a contourplot,
I can make the little histogams,
I can write out the values,

but I cannot position the histograms anywhere I like.

How would you do that kind a thing?

Please consider anything, Metview, PVwave, Cdat, Arcview.
