The standard BUFR tables are in here:
     ftp://grads.iges.org/grads/1.9/grads-1.9b1-data.tar.gz
Some BUFR data providers use their own customized tables. In this case,
the required table may be packed in with the data; if not, then you
have to get them from the data providers.
