We convert NCEP Reanalysis netCDF to MM5 pregrid often using a two step
approach:

1) convert netCDF to grads binary with appropriate fields, dimensions etc
using a custom made grads script

2) convert all grads files thus created to MM5 PREGRID format using a custom
made C program

It's a bit of a roundabout way of doing things but it works. If you want, I
can send you all required code.
