The command is ylabs not ylevs. So use 'set ylab 250 100 70 10', might be the
wrong way around, not sure. You might also have to fiddle with 'set
yaxis ...' in order to get the right number of tics in the right positions.
It's a bit difficult but after some experimentation you should have figured
it out.
