I've no idea why you are going to so much trouble.  If you have N years of
these files, starting in year M, totalling Y timesteps, you can open them
all at the same time as one happy timeseries:
sdfopen /path/to/air.M.nc air.%y4.nc Y

Then, you can set time to any points in the interval covered by all of the
files together.  Simple.  No creating of any extra files needed.
