SYNOP/SHIP on 3 hours from all stations

 Hello,

 I noticed that wunderground.com have weather data for almost all
synoptic stations in Bulgaria on every 3 hours. This data comes from
SYNOP data which is restriced from WMO. How they do this?!

 I need SYNOP data and if you have idea from where to get this data I
will be very thankfull.
