Grads & shapefiles II

Some corrections and a more "consistent" patch against original grads-1.9b4 
source. Compiles in debian sid on Linux x86.

Limitations: work with longitude range -180.0-180.0, shapefiles must contain 
longitude-latitude vertexes, I use following SRS WKT:

GEOGCS["wgs84",
DATUM["unknown",
SPHEROID["wgs84",6378137,298.257223563]],
PRIMEM["Greenwich",0],
