new tarball for fedora

Hello,

One more tarball for fedora still at
http://www.environnement.ens.fr/perso/dumas/fc-srpms/grads-1.9b4.tar.gz

* add files that I distribute in the srpm, related with copyrights and
 a README (most are prefixed with grads- because it is more convenient
 in src.rpm).
* fixes in src/Makefile.am to allow building without lats and with nc or
 dods.
* fixes in Makefile.am such that make dist recreates the original tarball
* add a generic spec file
* better m4 quoting in acinclude.m4/configure.in
* use results of AC_PATH_XTRA as documented in autoconf 2.59 manual
* check for gdCompareInt and flag it as defined in libgd.a when using
 the supplibs (report from Saurabh Barve)

For those interested by a fedora extra srpm, I have resubmitted such srpm
to fedora extras with files with GPL incompatible licence removed:

Still interested by more info on the licences of files I have found to be
GPL incompatible.
