With your ctl file I can plot the variable, but (it is for serving the
data throught Grads Dods Server) when I plot it with ferret I have
problem with fill_value.

Same for me, I can not configure a netCDF accessed with the protocol
"http://" and not the protocol "file://" (it is not an opendap access,
just http).
