Rajesh,

You may have been looking for grib2ctl at it's old location.  The
current home page is:

   http://www.cpc.ncep.noaa.gov/products/wesley/grib2ctl.html

That site has usage instructions and a link to the latest version of the
script.  You'll need perl to run it.
