[gradsusr] This build does not support drawing shapefiles

I'm using version 2.2.3 of grads (2.2.3_gcc_13.2.0) on the Research and 
Development machines jet and hera. When I attempt to plot counties I get 
a message that says, "this build does not support drawing shapefiles." 
Is there something wrong with this build of grads?

ga-> set grid off
grid is off
ga-> d tmp2m
Contouring: 286 to 297 interval 1
ga-> set line 1 1 3
SET LINE values:  color = 1  style = 1  thickness = 3
ga-> draw shp /lfs5/HFIP/hwrfv3/Eric.Aligo/Counties/c_04jn14.shp
*This build does not support drawing shapefiles*
