[gradsusr] RAP & WGRIB2 JPEG2000

After 15z on July 27th the RAP files went from 51 hour run to a 21 hour
run, and I can no longer decode them with wgrib2 without a JPEG2000 error.
I didn't see a PNS/Service Change Notice on this (Did I miss one?)

If I try to mess with this with g2ctl or wgrib2 I get
*** FATAL ERROR: jpeg2000 decoding ***

Anyone have a workaround?
