[gradsusr] ICON Data

Hi Stuart,

One method for displaying ICON files was written up in

    https://ftp.cpc.ncep.noaa.gov/wd51we/wgrib2/_README.ICON.DWD

It was developed for a linux box but can be converted to work on Windows.
