[gradsusr] Possible 2021 bug with GrADS (Rabah Hachelaf)

Rabah,

I flagged this up a while ago and my understanding is a future release of
GrADS will fix the problem. As an interim fix I implemented Zeller's
congruence. The date data required to implement it is still proved in 2021
by the current versions of GrADS.
