[gradsusr] OpenGrADS 2.2.1 for Windows: Available for Testing

I recently installed opengrads v2.2.1.oga.1 on my Windows 10 laptop using
the "superpack" option.  Here are a couple issues I have found so far
during testing:

1.  Drawing shapefiles works fine.  However, it appears to always generate
an "unable to open [shapefile]" message.  E.g.,

ga-> set line 1 1 6
SET LINE values:  color = 1  style = 1  thickness = 6
ga-> draw shp world_adm0
Unable to open world_adm0.shp or world_adm0.SHP.

Is there a way to suppress the "unable to open..." message?  It seems like
a false message since it "opens" (or otherwise accesses) the shapefiles to
draw the shapes.

2.  The station mapping utility stnmap.exe was missing from the downloaded
files.  Was this intentional?  For now, I'm using the one that came
with  2.1.a2.oga.1.  Seems to work okay.
