[gradsusr] Open GrADS in Windows OS

Hi Alberto,

The following instructions were released before Windows 10

Go to Control Panel
look for Device Manager
Right-click on the first item
Choose Add legacy software
Click Next
Choose to install the software manually
Click Next
Choose Network adapters and wait for the list to appear
Choose Microsoft
>From the list on the right choose loopback adapter from Microsoft
Click on install and wait
Then you should be able to run grads without an internet connexion
