[gradsusr] Will grads be in spack?

Hi Matt,

I just did some work hacking the auto tools to get a build on Ubuntu. I 
just forked grads on github and plan to push my changes there later 
today. Basically, it build on Ubuntu 16.04 for me using system packages 
and only udunits in the supplibs directory.

I don't know if the changes will help you or not, but you might have a 
look once I get the changes pushed into my fork.

I've talked with Jennifer and I think that long term we need to rework 
the autotools stuff to move away from using supplibs and to be more 
dependent on --with-PKG options like you are also suggesting. The 
changes I have made allow configure to look in system packages for the 
items that don't have --with-PKG options now instead of forcing them to 
be in supplibs. If they are on supplibs then that takes priority over 
the system packages. It is still a HACK and needs a lot more work, 
probably from someone that knows autotools better then me.
