[gradsusr] Bessel spatial interpolation for meteorological data on grille points

In the GrADS source code (in gafunc.c) it says:
    /* bilinear/bessel interpolation based on the FNOC routine bssl5 by D. Hensen, FNOC */

Just below that comment is the code that does the interpolation. Bessel is a supplemental refinement of bilinear.
