[gradsusr] Wind barbs cut off by frames?

While it may cause your plot to look a little less pretty, extend the
vertical range in your dimension environment to get the barbs near the
bottom and top to fit in. Even if the new range goes beyond your range of
data, it will still at least display, just with empty data where none
exists.
