[gradsusr] Failing to install GrADS Version 2.2.1.oga.1 under linux

All,

The recommended opengrads procedure is to move the missing .so library from
libs/ to the parallel gex/ directory. If you set LD_LIBRARY_PATH to point
to the lib/ directory it may break other apps. See the INSTALL file.
