[gradsusr] NCEP global SST data and GrADS

Bill,

Have you tried renaming g2ctl.exe to g2ctl.pl, installing perl and
then typing in a windows/dos shell

    perl g2ctl.pl gribfile >gribfile.ctl

On linux, you would just type "g2ctl gribfile >gribfile.ctl"
even though g2ctl is a perl script.
