[gradsusr] Build GrADS 2.20 from Source, Errors with GRIB2 and gribmap

That __64BIT__ flag sets the typedef of a g2int to be ‘int’ instead of ‘long’. Removing it just means you use up a tiny bit more memory when doing grib2 operations. I am not sure why it’s the default in the g2clib makefile.
