[gradsusr] Problem reading sub-hourly WRF grib files (NCEP code table for 15/30 min records)

"1 ? fcst" doesn't look good.

Suggestion #3

   old: cnvgrib -g12 -nv -m -p32 $f $f.g2
   new: grb1to2.pl -o $f.g2  $f
