[gradsusr] CDO on windows

If you have Windows 10, you can run recent version of cdo using BASH for
Windows. Some of the cdo functions wouldn't work using the old version
inside Windows 10. Especially when your files are bigger than 4GB sizes.
You can also install the latest version of cdo under BASH for Windows.
Besides, you can also install the latest GrADS inside BASH for Windows as
well.
