[gradsusr] How to use NEXRAD hourly precipitation data?

My site is in Wewst Africa, i tried using the open grads to access
some data on precipitation but was never able to even open the data
let alone examine it. By the way is there any formate one can open
such high quality data on precipitation (i mean the IV data)
