[gradsusr] can't open station/Index map file (null)

I need you help.

I am trying to make .ctl for my binary data.

I got message as below ;

*"Can't open Station/Index map file (null)"*

My .ctl as below :

DTYPE  grib
UNDEF -999

Please advice me, which part I should concern about?
