[gradsusr] preserve color transparency (alpha) in 'set gxout kml'

Hi,

It seems that regardless of how you define your colors in GrADS, the
transparency (alpha setting) is lost during .kml output.

It's understandable considering how .kml files define color (#aabbggrr) vs.
GrADS RGB format.

Just curious if there was any way around this within GrADS.
