It appears you're running grads on AIX (IBM). Unfortunately, binaries for AIX are not available for grads versions newer than the one you have (1.8). Do you have access to a Mac or Linux machine? If so, COLA provides grads binaries for the latest version at http://cola.gmu.edu/grads/downloads.html

I had problem with creating the IDX files for grib2 files.
This is the output of Q config. Following was the error.
