[gradsusr] opening Multiple grib2 files using single control file

Dear Ahsan, 
GrADS will only support one time axis interval in a data set, and it must be linear (the interval is constant). I suggest you write two descriptor files, one that is 6hourly from hour 0 to 174, and another that is 3hourly from hour 0 to 78.
