[gradsusr] GrADS Data Server Time Issues

Hi Nick,

Not sure it helps, but I tried your link below using OpenGrADS 
2.0.1.oga.1, and I don't get time down to the seconds:

ga-> sdfopen 
http://nomads.ncep.noaa.gov:9090/dods/hrrr/hrrr20150629/hrrr_sfc_19z
ga-> q time
Time = 19Z29JUN2015 to 19Z29JUN2015  Mon to Mon
