[gradsusr] help

i have precipitation data from the this websait http://www.ncdc.noaa.gov
Processing of this data is not comparable with data from the site ncepncar
...
I need to attach multiple files to one another  Or calling files to create
a map.
How can I work with this data?
An example of this file is sent.
