[gradsusr] Convert from NCEP grid 221 to grid 211

Hi,

I have NARR data in the Eta 221 grid format and want to convert that to the
NCEP grid 211 format so that I can compute difference fields with the NAM
model.  Is the lterp function in GrADS the way to go about this?
